You can follow the following steps while doing an eyeliner and you will get a perfect winged liner.

Start by small strokes or you can put dots close to your lash line and then join them. Remember whenever you put eyeliner always apply it close to your lash line after that you can build it up (thickness) and always follow the shape of your eyes. And you're done.
