Number 2- never skip toner. Personally, I feel like toning is the most important step especially for oily skin. This helps your skin not to dry out which in turn causes more oil production. 

Number 3- Use products that are meant for oily skin. Using products which are specifically made for oily skin will help keep the horid oils at bay. 

4. Try using clay masks for deep cleaning.
