For starters, try to make your skin less oily by washing your face 2x with a facewash or cleanser made for oily skin. Tea tree ones will work the best. Always use a non comedogenic moisturiser that wont block pores like Neutrogena oil free one. Drink atleast 5 litres of water daily. For toner a simple rose water one will work too made at home. Or else biotique and lotus are fine too. For your morning routine, wash, tone with rosewater, apply sunscreen mixed with a little moisturiser.

Use neutrogena face wash for oily skin and use biotique cucumber toner and also drink lots of water and avoid oily food
