What I do is with a eyebrow or spooly I first brush my eyebrows and start with the eyebrow pencil filling the gaps followed by light strokes on the brows with the pencil & brush. By practice you Will matter it.I use the nykaa brow chikka eyebrow pencil - cocoa.
