Just dab a little concealer and a tiny bit of powder to delay the oilyness on the lids. Then go in with a liner.

Even I have oily lids and the below mentioned ones perform really well.

Hi Zainaba, you could probably try using primers for eyelids instead. It’s hard to find completely smudge-free eyeliners. If you do find one, let me know!
