You can follow step to get the perfect red lip...1) Exfoliate - gently exfoliate the lips with a damp washcloth to get rid of any dry or chapped skin 2) Clean - clean the lips after exfoliation just wet a soft cloth and wipe off any residue 3) Lip balm - apply any lip balm to restore the lips moisture and hydrate them and let the lip balm set in place for atleast 10 mins 4) Lip primer - apply lip primer all over the lips 5) Lip liner - line the lips with line line that  is closet to the shade of lip colour 6) Lip brush 7) Blot - Have a creamy lipstick and want to wear it as matte, just blot off excess with a tissue 8) Conceal - apply concealer just outside the lips 9) Gloss - apply gloss on top...
